The most probably choice for a GID operating system is Linux. There are a number of resources from which to begin:

Handhelds.org provides a clearing-house of Linux solutions for handheld devices. Of particular interest as a standard GID OS (if necessary) is the Familiar OS and the GPE, and Opie environments.

It may be that an OS is not necessary and that creating single purposed GID devices would be more useful. 
 
Google is doing their "Summer of Code" contest again this year, (http://code.google.com/p/google-summer-of-code/) where they pay students to do OSS development. Participating involves selecting a mentoring organization, deciding on a set of coding tasks that need doing, and finding students to apply. Applications are due in March, so we may want to think about involving bricolabs in this and getting some initial coding done.
